Dr Turay was born in Port Loko Town, Northern Province, Sierra Leone. July 1986 he graduated from the Njala University College (University of Sierra Leone) with a Bachelor of Science Degree in Chemistry. In 1997 he was awarded MD in Medicine from Kuban State Medical Academy, Krasnador, Russia Federation.

Diploma in Tropical Medicine & Health, MSc in Tropical Medicine & International Health, at London School of Hygiene and Tropical Medicine.

Hubert Humphrey Fellow in Public Health Policy & Management from the Tulane School of Public Health & Tropical Medicine, New Orleans, Louisiana, USA, in 2008

He was attached as Medical Doctor, Connaught Government Hospital, Freetown, from 1998-2002.

In 2002 he took up an appointment with the Catholic Diocese of Makeni as Medical Doctor in charge of the Holy Spirit Clinic and head of the Diocesan Health Commission.
